But if you mean a TIMING belt, you will have major engine damage. There are some engines that does NOT use interference design that will be OK. But majority of modern engines are interference design and in danger of heavy engine damage from timing belt failure.

Lights will come on like low voltage and but you shouldn't drive like that because the car will overheat from no water being circulated into the engine. Also if the power steering pump is driven off the belt you will lose your power steering. Belt should run you about 20 bucks and maybe 5-10 minutes to put it on. He must be talking about your serpentine belt which does need replaced at high mileage every 100k or so.
