How do i retrieve my 97 Ford Contour seat belt from inside the paneling?

My friend was horsing around and got tangled in the seat belt, and we had to cut him out. As soon as he let go of the seat belt, it started retracting like it would if it still was connected. Is there any way i dig it out from inside the paneling or do i need a complete replacement?
